Assuming you have installed the ELITE third party driver for Prepard3d v4, and the Windows device driver is installed, then the next thing to look in to is the redistributable packages for Visual Studio 2013.

The redistribute 2013 must still be installed separately, please Install both, the 32 and 64-bit versions.
After rebooting your computer then the ELITE USB devices should work.
